What Is Internet?

It is the domain of computer communications; a world in which
physical and national boundaries become irrelevant; a place
in which the laws and regulations of centuries become difficult,
impossible or irrelevant to apply; a place which might evolve
its own nationhood:

Access and rights of cyber space and the Internet are inherently
anti-hierarchical, allow people to experiment with their identify
and provide access to a wide range of information. The key issue
is who has access? - a small privileged sector of developed
societies.

Russia) on 2001.07.21 endorsed an action plan to bridge the
"digital divide'' with the poorest countries.
